GNDEM Analysis Finds Uganda’s Proposed “Protection of Sovereignty” Bill an Excessive and Dangerous Throttle on Civic Participation

The Global Network of Domestic Election Monitors (GNDEM) has been following efforts to restrict citizen election observers from supporting transparent and accountable political processes, including through the manipulation of the legal framework. This includes, most recently, Uganda’s proposed Protection of Sovereignty Bill which would eliminate, silence, and bring under state control a wide range of civil society and community-based organizations that provide critical services to the people of Uganda, monitor and safeguard core democratic processes, and help citizens hold the government to account. New GNDEM/NDI Report Highlights Growing Threats to Nonpartisan Citizen Election Observers

The Global Network for Domestic Election Monitors (GNDEM), in partnership with the National Democratic Institute (NDI), today launched the first ever Report on the Global State of Nonpartisan Citizen Election Observers’ Rights, an assessment of the threats facing election observers worldwide. Elections are a cornerstone of democratic governance and a prerequisite for long-term stability and development.
